The Bastrop Economic Development Corp. is weighing a host of changes to its bylaws, including one that could limit the number of City Council members allowed to serve on its board.

The proposed change is in response to repeated concerns voiced by board members, city officials and residents who have said the council has too much influence in the organization, which lead the corporation to decide in February to take a comprehensive look at its governing document.

Bastrop City Manager Mike Talbot announced Wednesday he will resign, saying the City Council has overstepped its boundaries and infiltrated day-to-day management of the city, effectively handicapping him from doing his job.

Bastrop’s population grew by nearly 14 percent from 2010-2015, topping 8,200 residents in July 2015, according to recently released U.S. Census Bureau data.

Bastrop’s population reached 8,231 last July, according to the federal agency’s latest estimates. The city’s population grew by 13.73 percent since 2010, making it the fastest-growing city in the county during those five years. Smithville and Elgin grew by 7.24 and 10.92 percent, respectively, during the same reporting period.

A Pittsburgh-based medical equipment manufacturing company may relocate to Bastrop after the city’s economic development corporation offered free land for the move.

The Bastrop Economic Development Corporation’s board unanimously agreed Monday to refund AEI Technologies, Inc. up to 100 percent of a 1.4-acre property sale at the Bastrop Business and Industrial Park, minus closing costs, if it relocates to the city and creates seven full time jobs within 10 years.
