Bastrop city manager resigns for second time this year

Bastrop City Manager Mike Talbot announced Wednesday he will resign, saying the City Council has overstepped its boundaries and infiltrated day-to-day management of the city, effectively handicapping him from doing his job.

“Over the past year the gradual erosion of the home rule charter’s segregation of responsibilities between the council and the manager … has culminated in a level of mental and physical stress that is seriously affecting my health and well-being,” Talbot said in his resignation letter.
